Identifies a specific case based student need,  or cultural issue that is prevalent in the shared case study. 0-1 point

Vague identification of issues with little or no research, literature or references cited.

2-3 points

Moderate identification of issues with 2 works of research, peer reviewed literature or references cited

4-5 points

Exemplary identification of potential  issues with 3 or more works of research, peer reviewed literature or references cited
